But as delays continued, the judge moved decisively. He ordered full payments to be delivered to states by Friday, November 7. This timing ensures that benefits can be processed and added to EBT cards by mid-month in most states.
Judge condemns administration delays as ‘simply unacceptable’
In court, McConnell sharply criticized the administration’s failure to act quickly. He called the withholding of SNAP funds a politically motivated move. He also rejected the government’s attempt to shift blame to state agencies.
“Without SNAP funding… 16 million children are immediately at risk of going hungry. This should never happen in America.”
He refused to pause enforcement of the ruling, ensuring immediate relief for low-income families across the country.

The Trump administration acknowledged partial compliance with the earlier court order by releasing limited funds. But officials argued that full payments would require new action by Congress, not executive agencies alone.

With the judge’s order in effect, states are required to receive full funds by November 7. Benefit timing varies by state, with many like California issuing EBT deposits between the 1st and 10th of each month.
Recipients are urged to check their state human services websites for updates. Those in urgent need should contact local food banks or dial 211 for immediate assistance.
Shutdown continues to threaten December SNAP funding
While this ruling resolves the November issue, December benefits are still at risk without a budget agreement. Advocates warn that more lawsuits may be needed to secure future funding if political gridlock continues.
