*The International Olympic Committee has adopted a new policy excluding transgender women from female Olympic events, taking effect at the 2028 Los Angeles Games. The decision aligns with President Donald Trump’s 2025 executive order on women’s sports, which also applies to the upcoming Summer Olympics.
“We’re just not going to let it happen,” Trump said during the signing ceremony, per The Hill. “It’s ending right now, and nobody’s going to be able to damn thing about it because when I speak, we speak with authority.” An administration official added, “If you are coming into the country and you are claiming that you are a woman, but you are a male here to compete against women, we’re going to be reviewing that for fraud.”
Following the executive order, the IOC released details on how eligibility will be verified at the Olympic level. According to NBC News, the new rules limit participation in female events to “biological females,” verified through a one-time SRY gene screening. The policy is not retroactive and does not affect grassroots or recreational sports, affirming that participation in sport remains a human right under the Olympic Charter.

The 10-page policy also restricts athletes with differences in sex development (DSD), including two-time Olympic champion Caster Semenya. IOC President Kirsty Coventry prioritized creating a clear, unified framework for female eligibility rather than leaving individual federations to draft separate rules.
Prior to the 2024 Olympics, sports including track and field, swimming, and cycling had already excluded transgender women who experienced male puberty. The IOC’s policy cites research showing that males retain physical advantages due to three testosterone peaks: in utero, during infancy, and at adolescent puberty. These hormonal differences provide performance benefits in strength, power, and endurance-based sports.
By standardizing eligibility, the IOC aims to maintain fair and competitive female events while giving all Olympic sports a consistent framework. The decision reflects the organization’s focus on science-based policies to ensure equality and protect the integrity of women’s competition at the highest level.
