Oregon Man Arrested After Woman Escapes His ‘Makeshift’ Concrete Cell | Video

*An Oregon man is under arrest after a woman he allegedly kidnapped and assaulted broke free of her cinderblock cell and reported him to the police.

Negasi Zuberi, 29, is accused of sexually assaulting the woman inside the “makeshift” concrete cell in his Klamath Falls home, where he held her hostage, TooFab reports. The married father wrote detailed plans for carrying out attacks against women, according to police. The FBI called it “Operation Take Over,” a list that included a note to target people who would not be missed in order to avoid “any kind of investigation.”

As TooFab reports, Zuberi traveled to Seattle to hire a sex worker before pretending to be an undercover cop, the FBI’s Portland Field Office reported.  The victim said he then used a taser on her, telling her she was under arrest.  Zuberi handcuffed the woman and leg ironed her, telling her he “had to take her for processing.” Instead, he drove her back to his home. 

During the trip back to Oregon, she was raped and sexually assaulted. Once they arrived at his home, the victim says Zuberi put her in a “makeshift cell” in his garage with a door that couldn’t be opened from the inside. Per AP, citing a criminal complaint, the victim told police she “briefly slept and awoke to the realization that she would likely die if she did not attempt to escape.”

“According to the complaint, this woman was kidnapped, chained, sexually assaulted, and locked in a cinder block cell,” FBI Portland Assistant Special Agent in Charge Stephanie Shark said in a Wednesday statement, New York Post reports. “Police say she beat the door with her hands until they were bloody in order to break free. Her quick thinking and will to survive may have saved other women from a similar nightmare.”

“We are fortunate that this brave woman escaped and alerted authorities,” Shark added. 

After the woman’s escape, Zuberi fled to Reno, Nevada with his wife and child. He was tracked thanks to “cellphone technology,” and arrested following “a brief standoff with local police,” according to investigators. 

Zuberi has been charged with “interstate kidnapping and transporting an individual across state lines with intent to engage in criminal sexual activity,” per AP.

“While she may have helped protect future victims, sadly we have now linked Zuberi to additional violent sexual assaults in at least four states, and there could be more,” said Shark, noting Zuberi has lived in ten different states over the last 10 years,  including California, Washington, Oregon, Colorado, Utah, Florida, New York, New Jersey, Alabama, and Nevada, Per TooFab.

The search for more victims has extended to these states as investigators “have reason to believe there could be additional sexual assault victims.”

The FBI set up a website for possible victims to come forward.
