It’s worth noting that California wasn’t a slave state but a 15-member panel proposed in a report on Monday that each Black resident of the city deemed eligible for reparations should receive a one-time $5 million payment as restitution for the “decades of harm” they have suffered, New York Post reports.

Additionally, Black households would be exempt from all debts associated with education, personal loans, credit cards, and payday loans.

“A lump sum payment would compensate the affected population … and will redress the economic and opportunity losses that Black San Franciscans have endured, collectively, as the result of both intentional decisions and unintended harms perpetuated by City policy,” the San Francisco African American Reparations Advisory Committee said in a draft report issued last month, Fox News Digital reports.

The city has a 2022-2023 budget of $14 billion, and the proposal could cost roughly $50 billion, the Daily Mail reports.

Civil Rights Attorney Leo Terrell and controversial media personality Larry Elder have slammed the proposal — going as far as to call it racist. They want to know who is going to fund the payout.

The reparations panel noted in a report that neither California nor San Francisco “formally adopted the institution of chattel slavery,” but the system of white supremacy that has long been embedded in the fabric of American society — from the legal system as well as “social codes” and “extralegal actions” — have greatly impacted Foundational Black Americans (FBA).

Initial eligibility to receive the $5 million payment requires applicants to be 18 and to have identified as Black or African American on public documents for a minimum of ten years.

They must also prove that they meet two out of eight additional standards — including being born in or having migrated to San Francisco between 1940 and 1996, and having proof of residency for at least 13 years, being personally or a direct descendant of someone jailed in the “failed War on Drugs,”  or being a descendant of someone enslaved before 1865.

The committee will make its recommendations to the city in June, and Board of Supervisors President Aaron Peskin told the San Francisco Chronicle he hopes they will be approved.

“Reparations is the extraction of money from people who were never slave owners to people who were never slaves,” said Elder during a recent interview on Fox News’ HannityDuring the same interview, Terrell, a Fox News contributor, made clear that he intends to fight against the proposal.

“It’s not ever going to get implemented,” he told guest host Pete Hegseth. “I’ll be the first lawyer to fight against this.”

He continued: “This is outrageous. It’s unlawful. It’s unconstitutional. It’s racist. But it’s not surprising it came from California on the day of MLK’s birthday.”

“We’re talking about a racist program to benefit individuals who happen to be black — $5million,” Terrell said.

“Why should they get $5 million? Because of skin color? It’s insulting.”
