According to Union Rayo, retailers are intensifying efforts to curb cart theft, which costs the industry approximately $175 million yearly, with around 2,000 carts disappearing annually across U.S. stores. The financial burden includes restocking, logistics, and transportation expenses, prompting stricter measures enforced by local laws.
As the Irish Star reports, states have introduced specific laws to deter this issue, with penalties varying by region. Local authorities, not just stores, enforce these fines, which can escalate to court cases.
In Illinois, fines can reach $2,500, with Chicago setting a $200 penalty. California imposes up to $1,000 and six months in prison. New York starts with a $100 fine, but serious cases may escalate to a misdemeanor, carrying up to $1,000 in fines or a year in jail.
In Arizona, cart theft may lead to a $250 fine or a $500 charge for first-time offenders, alongside possible civil lawsuits. Florida imposes a $100 daily-accruing fine, while Hawaii’s penalties reach $500 or 30 days in jail. Nevada and Texas treat cart theft as a misdemeanor, with fines up to $1,000 and $2,000, respectively, the latter escalating with prior offenses. Washington imposes a $50 fee, potentially rising to $1,000 with a misdemeanor charge.

To combat rising retail theft, including carts, stores are implementing advanced security measures. Per Union Rayo, these include wheel-locking systems on carts, increased surveillance cameras, additional security staff, and restrictions such as Target’s 10-item limit at self-checkouts. Basic goods, such as baby formula, are now often secured in locked displays.
Retailers are also launching awareness campaigns to deter theft and protect store assets. The crackdown underscores the seriousness of what may seem like a minor act, with legal consequences enforced by police or courts. Shoppers are urged to think twice before taking a cart, as the financial and legal risks are significant.
