
*Carnival Cruise Line’s recent rule changes have stirred significant controversy, particularly among Black passengers who say the cruise company’s latest moves unfairly target their communities, The Root reports.
The uproar began after Carnival issued updated guidelines to guests starting June 1, reinforcing its zero-tolerance stance on drugs and smoking. “Marijuana, including cannabis and its derivatives, and other illegal substances, are unlawful and strictly prohibited on board,” read the notice.
Carnival emphasized that federal maritime law still applies, regardless of state-level legalization. Offenders face immediate removal, bans, fines, and possible arrest. Youth curfews are now more strictly enforced, with those under 18 required to leave public spaces by 1:00 AM unless accompanied by an adult or attending sanctioned youth events.
One of the more polarizing policies includes a ban on non-battery-operated handheld fans. Carnival claims the clacking sound poses safety risks. Critics see it differently.
Many Black passengers also claim a noticeable decline in hip-hop music on board, despite no formal ban from Carnival. Some speculate DJs are being pushed to reject song requests as part of an effort to curb “rowdy” onboard behavior.

Further tension comes from the enforcement of the long-standing 15-drink-per-day cap under the “Cheers!” package. Some feel this move disproportionately affects Black guests who often purchase the beverage plan for group celebrations.
Rules barring Bluetooth speakers in public areas also caused friction, as some claim these are selectively enforced. “Carnival does not have to worry about me,” one TikToker said after canceling her reservation. “We got the message loud and clear, we are not your demographic anymore.”
While some travelers are canceling reservations in protest, others applauded the shift and argue the cruise line is simply trying to restore order after a string of publicized onboard incidents. Carnival has more allegations of serious crimes at sea than any other North American cruise line, according to the FBI.
“It’s not a crackdown on a color, it’s a crackdown on people’s behavior,” one user posted online. Another echoed: “God forbid the company want to protect their brand.”
