Per the news release, investigators determined no state law violations, Political Reform Act breaches, City Charter infractions, prohibited financial conflicts, or improper governmental influence occurred.
The inquiry cost Stockton taxpayers over $50,000 despite Lee’s opposition to funding what he characterized as an unwarranted expense. Lee stated he “welcomed transparency and an independent review because I knew the facts mattered,” while also noting he “voted against wasting taxpayer money on an investigation that was politically motivated and unsupported by evidence.” He criticized forcing residents to fund a probe that confirmed “there was no wrongdoing.”
According to the report, no legal obligation for recusal existed, and investigators found no evidence that Lee worked against municipal interests. The document separates concrete legal determinations from subjective ethical observations, acknowledging that the latter exceed statutory requirements.
