
*Chicago Public Schools (CPS) recently introduced a new initiative aimed at improving academic outcomes for Black students, but the plan has faced opposition.
According to WBEZ Chicago, the national group Parents Defending Education filed a complaint with the U.S. Department of Education, alleging that CPS’ Black Student Success Plan discriminates against other student groups. The complaint specifically raises concerns about CPS’ approach to race-based programming, particularly in light of President Trump’s threat to withhold federal funding from any school that provides tailored support for specific students.
The group contends that CPS should not focus on race in deciding which students receive additional support, especially when students from other racial and ethnic groups also underperform academically. The complaint also calls for a full audit of CPS’ programs, arguing that the district’s focus on addressing historical harm to Black students is inappropriate.
The Black Student Success Plan, which emerged from years of community input, includes goals such as closing the achievement gap, increasing the number of Black male teachers, and reducing suspensions for Black students. The complaint complaint with the department’s Office of Civil Rights argues that: “CPS is failing students of all races and ethnicities, which makes this racially segregated program all the more egregious.”
CPS CEO Pedro Martinez vowed to “stay true to our values and our mission — to provide all students with a rigorous, joyful, and equitable daily learning experience that affirms and celebrates their identities.”

Despite the complaint, CPS is unlikely to abandon its efforts, especially given the strong backing from local leaders, including Mayor Brandon Johnson, who are deeply invested in fostering educational equity.
According to WBEZ Chicago, the federal government provides about 16% or $1.3 billion of CPS’ revenue.
