
*A former Claremore, Oklahoma, pastor at the center of a voyeurism case in Tulsa has been sentenced following a plea agreement with prosecutors. Kendrick Oakley, previously associated with Destiny Life Church, admitted guilt in a case involving a secret recording inside a Hobby Lobby store, FOX 23 reports.
The Tulsa County District Attorney’s office confirmed that the case was resolved through a plea agreement that reduced the original sexual battery allegation. As part of that agreement, Oakley admitted guilt to one charge of assault with intent, along with 11 separate peeping tom counts. He was sentenced to two years in prison, followed by three years of probation. The court also ordered him to register as a sex offender.
The charges stem from a July 2025 incident reported at a Hobby Lobby near East 71st Street and South Mingo Road. Tulsa police said Oakley followed a woman through the store for 16 minutes and attempted to record under her skirt 11 times using his phone.
Oakley, who was 34 at the time of his arrest, was taken into custody in early August after the Tulsa County District Attorney issued a warrant for 11 felony counts of peeping tom with photographic or electronic equipment. His arraignment was later continued to September 10.

Prosecutors previously declined to file charges while jurisdictional questions were reviewed under the McGirt case law. In a statement, the District Attorney’s office said, “Mr. Oakley’s initial prosecution was declined by our office because Mr. Oakley claimed he was Indian, and therefore not able to be prosecuted by the State due to the McGirt case law that prevents the State from having jurisdictional authority to prosecute.” The statement later confirmed the court ruled McGirt did not apply and that Oakley did not qualify for Cherokee citizenship.
Following Oakley’s arrest, DestinyLife Church and Claremore Christian School removed him from all roles. Lead Pastor Glenn Shaffer said, “This is heartbreaking news. Our greatest concern is for the victim and their family, as well as for those in our church and school communities who are impacted.”
Church leaders also stated Oakley was dismissed from serving as an elder and staff member and would have no future involvement with church or school operations.
